IN explanation of the statements of stocks and clearances we would say that 1,001 chests Malwa and 58 chests Bengal shipped to Hong Kong between the 1st January and the 30th April, 1913, cannot be regarded as consumed as the opium was merely transferred to Hong Kong and included in the Hong Kong stocks.
The figures, as we submit, show an average consumption of about 1,392 chests per month for Hong Kong and Shanghai. The discrepancy between these figures and the figures of 1,100 to 1,200 chests as given previously, is due to the fact that a much larger number of chests of Malwa opium than what was actually required for consump- tion were removed by the Chinese from the bonded godowns in anticipation of the Malwa Combine coming into operation.
The reason for the removal is explained by the fact that according to the conditions of the Malwa Combine the native dealers are obliged to clear their contracts at the average prices of their purchases. In anticipation of this arrangement the Chinese dealers effected heavy clearances of their low-priced bargains. We understand that at date there are still about 400 chests of this opium which have not gone into consump tion and are in possession of our Chinese dealers.
The Bengal Combine commenced operations on the 17th February, 1913, whilst the arrangements for the Malwa Combine were not completed until the 1st April, 1913.
